REGRET EXPRESSED FOR VANCOUVER TROUBLE. • MIKADO'S CORDIAL REPLY. (Press Assn.— By Telegraph— Copyright). OTTAWA, October 24. Sir Wilfrid Laurjer, m a message asking the British ambassador at ToTrio to convey to the Mikado Canada's sincere regret for the Vancouver disturbance and an assurance that the utmost efforts will be made to prevent a recurrence of the trouble, mentioned the existence amongst the people of the Pacific Coast of strong racial prejudices, which, though greatly to be regretted, must be taken into consideration by all who desire, to cultivate the best relations between Canada and the Orient. . The Mikado sent a cordial reply.
