LONDON, January 26. Reuters' St. Petersburg correspondent states that the revolutionary movement m the Caucasus is declining. A congress of Polish revolutionists held m Finland resolved to discountenance revolutionary action until April 14th, when they resume the struggle of the peasantry. The police have arrested several members ol the Terrorist organisation at St. Petersburg, and seized documents showing that it was intended to kill Count de W itte, with a bomb.
Large sugar refiners at Kief have dismissed thousands of workmen holding advanced opinions.
