Admiral Fremantle, speaking at the Nelson banquet m London, said a Russian officer well acquainted with the affair assured brim that the Dogger Bank incident was intentional, and was designed to embroil France and cause an European war. [It was this day last year that the news of the Dogger Bank outrage reached New Zealand.]
