♦ (Special to Herald.) NAPIER, this day. Considerable delay has been caused this year m the allocation of the annual, scholarships. The Education Board could not make its awards until it knew the decision of the. High School Governors with regard to the Department's new scheme for the admission of primary pupils free into tlie secondary schools. As the High School Governors have decided to accept the Department's proposals for one year, providing for one free place for every £50 of the Board's endowments, the Education Board has now sent out the scholarship winners. The scholarship candidates who failed m their examinations this year numbered 21, out of 78 presented. The following list does not include the Commissioners' scholarships, which cannot be made known until certain details under the new scheme are settled : Clara Franklin, Woodville, £50 4s.
