(From Our Special Repokter.) Wellington, to-day. THH FINANCIAL STATEMENT. The Financial Statement is in a forward state of preparation. Ministers have been frequently in conference, and have a difficulty in coming to a decision on the tariff question. The Treasurer wishes the debate to start on Friday nighb, but if the leading men on the opposite side desire more time it will likely not commence till to-morrow week. Members of the Tariff Commission waited on the Treasurer, and each assnred him they had not been responsible for any leakage. Mr W. Hutchison said if the main recommendations were not given efiect to in the Budget, he would be found voting against the Government.
