THIRD READING PASSED. A MAJORITY OF THIRTY FOUR. London, Sept. 1. The House of Commons was packed today to hear the debate on the third reading of the Home Rule Bill. The motion was carried by a majority of 34, amid frantic and prolonged cheering and counter cheers. Mr Gladstone received a great ovation on arrival at White* hall Club. Sept. 2. A great crowd outside Parliament buildings surrounded and repeatedly stopped Mr Gladstone' 3 carriage. He was cheered wildly until in the House, when the members rose as one man. The Home Rule Bill has been formally read a first time in the Hoase of Lords. Mr Justin McCarthy, in speaking to the third reading of the Home Rule Bill, welcomed the measure, though he said it was not absolutely final. Messrs Chamberlain and Balfour delivered speeches of unusual brilliancy, and expressed themselves confident that the British majority throughout the country would reject the Bill. Mr Balfour declared that the insane action' of the Government had done more than a hundred Tory Governments to demonstrate the necessity for the House of Lords. Mr L. Courtney's amendment for rejection of the Home Rule Bill waa negatived by 300 to 267. Two of the Liberal members, Messrs Saunders and Bolton, voted for the amendment, while Messrs Wallace and Rathbone abstained from voting. On Monday Mr Gladstone will move that the whole of the autumn season be devoted to Government business, and stated that no motions tabled with a view of obstruction of business would be per* mitted.
