The Council Appointments.

London, Sept. 27. The decision of the Colonial Office respecting the Legislative Council appointments in New Zealand is intended to apply to future cases, but the authorities I considered that the constitutional course would have been for the Ministry to resign. It is believed that the despatch sent to Lord Glasgow by the Marquis of Ripon included the opinion that the New Zeal land Ministry should have resigned. The Globe considers that Lord Ripon has evaded the vital issue of the dispute for the sake of peace. He showed similar weakness while in India, and the Globe thinks his attitude may possibly cause Lord Glasgow to resign.
