There is reason to believe that Mr Shiels will be unable to form a Cabinet and that Mr Munro will discard the Agent-General-ship and resume the leadership in the House. Feb. 14. — Arrived yesterday : Hauroto, from New Zealand. During the sales just closed, 2143 tons of butter were exported from this colony, which realised Is per lb. This is more than double the quantity of the previous season, and it is estimated that 3000 tons will be sent away next season. Feb. 15.— The following is the personnel of the reconstituted Cabinet : Premier and Colonial Treasurer, Mr Shiels; Commissioner of Crown Lands and Chief Secretary, Mr McLean ; Attorney-General and Post-master-General, Mr Duffy ; Commissioner of Trade and Customs and Minister of Justice, Mr Turner; Minister of Agriculture, Mr Graham ; Minister of Railways, Mr Wheeler; Minister of Public Instruction, Mr Peacock; Minister of Defence, Mr Davies ; Minister »f Mines, Mr Outtrim. SYDNEY, Feb. 14. Arrived: Manapouri, from Auckland. Sailed : Falizala for Wellington, Star of England yesterday for Auckland. Feb. 15. — Proposals have been made to Mr Dibbs with a view to obtaining a subsidy for laying a cable to California or Canada. The proposed cable would start at Gladstone, Queensland, and go thence to New Caledonia, Fiji, Samoa, and Honolulu. The necessary guarantees are said to be forthcoming from the promoters. It is understood that Franc* will subsidise the New Caledonian sectionEngland the Fijian, and Germany the Samoan. New South Wales will be asked to guarantee the loss during the early stages. It is believed Queensland will co-operate in the scheme. BRISBANE, Feb. 13. .Sir Samuel Griffiths has issued an important manifesto with regard to the sugar trade. He says there is no alternative but to resume Polynesian emigration for a few years, otherwise the industry may be extinguished altogether.
