London, Dec. 29. — The Standard asserts that Lord Randolph Churchill aspires to the position of a diplomatic representative, and may possibly be appointed to St. Petersburg to succeed Sir R. Morier, who has been transferred to Rome. It, howevor, considers that ib would bo rather a risky experiment. There is a universal desire for the unity of the Liberal clubs to celebrate in a fitting manner the 82nd birthday of Mr Gladstone. Madrid, Dec. 29.— The Spanish loan of 250,000,000 pesetas has been successfully floated. Paris, Dec. 29. — In the Chamber of Deputies to-day M. Ribot, Minister of Foreign Affairs, in referring to the difficulty with Bulgaria, stated that the French Government would take a determined attitude in the matter. Valparaiso, Dec. 29. — The Chilian Government interpreet the absence of the United States Minister f.om the ceremony at the proclamation of the new Chilian President as an act of discourtesy. The followers of the late General Balmaceda a*ro said to be holding secret meetings.
