Sii;. -One thing is very clear— that Mr Hepburn's position at the head of the poll demonstrates the fact that the ratepayers (upper end of the town) felt the want of a representative at our Council board, hence the result. We can account for his election in no other way, seeing that he used no adventitious aids to secure his return. His election also shows that the Councillors have now a decided expression of opinjon, constitutionally given by the ratepayers west of Derby-stroet, that a more equitable expenditure of the rates is required, This, to our minds, is the most important fact, and we hope when tho next March estimates are being considered a dues legavd will l>o shown to our just rights.— We are, N.
