Reported Burning of Dulcigao ' by the Albanians. LONDON. September 30. It reported that the Albanians hape set fire to the town of Dulcigno, and the place is burnt to the ground, but the report requires confirmation. News has been received from the Cape that the Basutous have again attacked a station at Mobales, but were repulsed by the Cape Mounted Rifles. ROME. September 29. Garibaldi has resigned his seat in the Italian Chamber of Deputies, and addressed a letter to the electors, stating that he feels the country suffering oppression by will be powerleas to prevent. CONSTANTINOPLE. September 30. Tne Ambassadors of the Great Powers have signed a protocol declaring solidarity that their Governments regard strict execution of the Berlin Treaty, and repudiating the idea that they have any desire for aggrandizement of territory.
