A reply has been received by the Great Powers to their collective note to the Sultan, in. which he was informed that he would be held responsible for the delay in the cession of territory to Montenegro, and for his failure to execute the necessary reforms in America. The Sultan, in reply, proposes that the execution of the Treaty of Berlin, ao far as relates to Montenegro, be delayed until the agitation which exists in Albania against the required session of territory to Montenegro has subsided. It has not transpired what answer the Sultan has returned regarding the reforms in America.
