Japan has concentrated all her naval strength that can be spared to meet the United States threat in the southwest Pacific and probably lias only skeleton forces in Japanese home waters. Informed quarters expressed the opinion today, based on their information, that important engagements could be expected in the Solomons and therefore important action in the Endian Ocean or northward to Siberia i« unlikely.
