LONDON, Nov 26 Sir John Anderson, Lord President of the Council, announced in tli© House of Commons that wartime improvements in tlie conditions in the fighting services was costiug the Exchequer £5,500,000 annually. Olio change establishes greater uniformity in the rates of pay between the lower commissioned ranks of the Navy and Army. A second change increases by £lO the existing outfit allowances to officers of £35 for the Army and £45 for tlie Navy and Air Force. The tropical kit allowance lias been increased from £5 to £lO. A third improvement relates to expenses occurring before the birth of a child In future the children's allowances will be payable to wives from a date three months before the expected date of the dirth of a child instead of from the date of birth.
