United Press Assn.—By Electric Telegraph—Copyright. SHANGHAI, August 22. An Anti-War Anti-Imperialist C’oaference, which is scheduled to meet at Shanghai next month, is meeting with opposition on all sides. The European delegates, headed by Lord Marlev, and including French and Belgian delegates, reached here and were enthusiastically welcomed. Lord Marlev, Dr. Marteaux and the Belgian delegates, however, were refused permission to land in Japan. They returned to Shanghai, where permission to hold the conic re lice has so far been refused by the French Concessions and the International Settlement authorities, on the 'ground that the movement is Communistic in principle. The Chinese authorities have also refused permission tlierefore it appears that the oelegatioii must proceed outside China tor its conference.
