The newspapers are discussing the disarmament proposals. The “Jiji Shimpo” urges tho Government not to wait for a lead from other nations, blit boldly to make proposals. It says: “Japan is bound, as a great Power, to exert herself, not only in the interests of tho world at large, but in the highest self-in-terst, for one-half of her total nation, al expenditure is devoted to armament’s.” The paper suggests that the army should he reduced by onehalf, anil thereby set an example to the world, and removing the suspicions entertained against her. The “Kokuiuin Sbimbun” savs America is taking th lead in the movement while Britain and Japan are silent. If America is anxious over the situation, the best she can do is to join the League of Nations.
