A settlement lias been reached in regard to the conflict between the Governor of North Carolina and *he Federal Circuit Court. The railway company iuplicated has agreed to the Governor’s proposal of a 2i cents, rate, the law to operate from August Bth. A proviso is aRo being made that the highest Courts in the land shall speedily adjudicate on existing cases. (The Governor of North Carolina refused to obey the ruling of the Fed- , ral Circuit Court declaring the State law .-in railway rates unconstitutional. The Governor rejected all offers of compromise until the railway company complied with’ the State Jaw. Serious conflict between the State and Federal authorities was feared, involving even tiie use of Federal troop* to enforce the order of the Court.'
