THE LA BOCK PROBLEM
Capetown, February 10. The South African Native AffairsCommissiou estimates the shortage of native labour at 307,528, and recommends a form of taxation, the prevention of squatting, delimination of a final area for reserves, and separate native constituencies for each State. London, February 10. The Johannesburg correspondent of the “Times ” says that a more thorough-going scheme for giving immediate choice between tribal conditions and life under European influences would lead to many natives accepting European conditions, and with them the necessity for earning a living.
Lord spencer's undertaking to stop Chinese immigration after exising contracts have expired is variously commented on. Some of the newspapers consider it probable that the curly grant of representative government will interfere in any ease with the redemption of his pledge.
