Pahiatua Borough Council.

Monday, December 3, 1894.

The members of the Pahiatua Borough Council met on Monday evening. Present: The Mayor (Mr G. H. Smith), Crs Keohan, Tosswill, Wakeman, Hughes, Redman. Sullivan, Burrows, and McCardle. OVERDRAFT. The Treasurer reported the overdraft at the Bank as standing at £7lO 3s sd. COBRKftI'ONbBNCK. A lettar was read from Mr Williams, the conn actor for the kerbing in Main-street, giving his reason for not having made better progress with the work. lie gave as ilia reason that the mill had stopped cutting. The matter was referred to the Engineer to deal with. A letter was also received from several residents in King-street, complaining of a culvert in the street required altering, as it ran water into their properties, and giving notice that they would take action against the Council if nuisance were not abated. Mr Tosswill moved That the roadman be instructed to attend to the matter, and that it be under the supervision of the Engineer. Seconded by Cr McCardle and carried. A letter was received from Mr G. L Cook, the Government Engineer, notifying that the Government subsidy of £29 14s was to hand for doing the footpaths round the courthouse and post office. The Mayor moved That the letter be received. Seconded by Cr Keohan and carried. MANOATAIXOKA DOMAIN. Moved by Cr Keohaa That the Clerk be instructed to hand over all books and papers in connection with the Mangatainoka Domain Board to the board appointed by the Government. Seconded by Cr Wakeman. Cr Tosswill said he would vote against the motion, as the Council had not been consulted in the matter. He considered they should make an effort to retain the reserve as they were capable of managing it.

Cr Vile moved the following amendment : That this Council are very much surprised at the action of the Minister of Lands in taking from the local authorities the Domain that has been vested in them for so many years. No reasons are assigned for the transfer from a public body to private persons. This Council feels aggrieved at the action, and consequently ask that the proclamation of the 29th of October, 1891. be revoked, and that the Domain be revested again either in the Borough Council or County Council. Cr Vile in moving his resolution, said he could not understand why the Government should take away the property without notice. By and by the inhabitants of Pahiatua would want some place such as this as a recreation ground. Cr Tosswill seconded the amendment, and said that he did not see what money private individuals could spend on the reserve. The Council would be able to spend some money on it. Cr Vile said the Council at one time were prepared to spend money on the island.

Cr Keohan said he had no feeling in the matter. The Mangatsinoka people would improve the place. The amendment was tlien put and carried. GKXKBAL BI SINKSS. Plans put in by Messrs Wakeman and Burrows were approved of. Accounts amounting to £27 6s 3d were passed for payment. Cr McCardle moved That the present contractor be allowed to «lo the kerbing round the Government buildings in Pahiatua at schedule rates. Seconded by Cr Tosswill. Cr Vile opposed the motion as the work would have to be done properly, and another matter to be considered was that they would spend their own money and have to wait for it to be refunded by the Government. Cr McCardle said the work should be completed at once. The motion was carried. Aye* : —Crs Tosswill. Hughes. McCardle, Sullivan, and the Mayor. Noes Crs Keohan. Wakeman, Burrows, and Vile. MAXOATAIXOKA RRLIK.F. Pursuant to notice the Mayor moved : *• That the Borough Council agrees to the issue of a proclamation in term* of the resolution passed at the County Council meeting ou November *2oth. which resolution reads as follows : • That application he made for a proclamation giving the Pnhiatua Borough Council control of the Mangatainoka bridge 10 chains north and 10 chains south of bridge site on both banks, and consenting to the Pahiatua Countv contributing to the cost £700; and that tho cost of maintenance be borne by the Pahiatua County Council in the proportion of one-fifth and the Borough Council in the proportion of four fifths, and that if the Borough Council consent to this, the Chairman be authorised to make with the Mayor a joint application for the proclamation.’ ” Cr Vile expressed the opinion tliat the County Council were playing ducks and drakes with the Mangatainoka bridge matter. Cr Tosswill asked whether the County Council would want to see the plans of the protective works. The motion was put and carried, Cr Vile being the only dissentient. KOTICKS OF MOTION. Cr Redman : That the following bye laws be added to those providing for removal of nightsoil. and that a special meeting he held on Monday, the 17th IVcomber to adopt this resolution. Cr Tosswill; That the resolution re loan for street construction l*c rescinded as the Council is of opinion that the first loan raised should be for drainage of the Borough; and further, that the maintenance of the streets proposed to be con structed would be a heavy tax ou the ratepayers. The Council then adjourned.
