Tho Chinese are building extvasiro earth works between W igu and Moukdeu. The Japanese hold the island of Haiantan, which enables their torpedo-boats to watch tho Strait of Peehili (? Maiu-tua. a island in tin* very middle of tho Strait.) It is behoved they intend to seize Niuchang, one of the northernmost Chinese treaty ports, as a base of operations against Moukdeu. Tokio, September '2O. A special session of the Japanese Parliament has been summoned to meet at Hiroshima. Shanghai, September 20. News has been received that General Lso, the Chinese (vinmauder of the camp in Pingyang, was killed in the recent engagement whilst leading his men in a forlorn hope. Ho had been wounded previously. Shanghai, September 2«». The Chinese Government has instructed its agents in Europe and America to buy any warships available.
