CONSULAR SERVICE.

(By Cable.) NEW YORK, April 16. The New York Times Washington cor* respondent says the United States officials have received information giving the plana adopted by England for the reform and extension of the British consular service, ■which will include an annual expenditure of £1,000,000 for consuls, and £250,000 for commercial attaches. In co-operation with the extended consular service a world-wide system of trade commissioners will be established by British trade associations, one of which represents 2000 firms, with a combined capital of £4,000,000,000. One commissioner is already stationed in Greece for the purpose of organising trade throughout the Near East _ others are now stationed at Madrid, Serbia, and Holland, and one commissioner will tout South Africa.
