(By Cable.) MELBOURNE, April 18. The annual report of the Governor of Papua expresses the opinion that Papua will never become a white man's country in the sense that he will settle ,and make his home there.

An interesting feature in the development is the extent to which the nativee ■will gradually come to take a great** and more important part in such development and will have fitted themselves W discharge the duties in their new life. They are now supplying practically all the requisite labour. The Government proposes to assist the primary and technical education of the natives, which has hitherto been done onlv by missionaries.
