MELBOURNE, October 30.

The report of the Vaccination Committee states that it considers that a conscience clause should be enacted. The report further recommends that infants under two years old be exempted, except in case of an epidemic of smallpox. Vaccination should be required before five years of age. Vaccination from arm to arm should be made illegal. Infant vaccination, it was found, had been effective in 80 per cent, of cases, and of adults in 60 per cent. Only 108 deaths from smallpox had occurred in Australia in 30 years.
