SOUTH AMERICAN AFFAIRS
NEW YORK, November 13. Scientists, editors, diplomats, and education officers, representing the Latin American Republics, are now in conference at Worcester (Massachusetts), under the auspices of the Clark University. The conference is discussing South American problems. Mr David Montt, a Chilian editor, declared that the influence of European armament manufacturers tended to create revolutions throughout South America. The Argentine and Chili were recently brought to the verge of war over a trivial incident fomented by European gunmakers. South America had more to fear from European nations than from the United States,
