A REIGN OF TERROR

SHANGHAI, November 21. A reign of terror prevails in Shanghai. There have been four murders and eight attempted murders in six weeks, the assailant having escaped in each instance. Foreigners believe that Peking spies committed the murders, owing to a report that a former member of the Kuomintang was organising a band of assassins with the object of killing President Yuan ShihKai and the military leaders. A crisis is feared should the Peking Government continue its present methods.
