LOOKING FOR COLONIES. LONDON, November 23. Addressing a Unionist meeting at Freshwater, Canon M‘Uriich, the English chaplain at Homburg, declared that in the opinion of the most influential Germans Germany meant to have colonies sooner or later, and they knew that the only way to succeed was by securing supremacy of the ecas. But for the Kaiser’s personal influence Germany would have attacked France during the crisis two years ago. It was doubtful whether the Kaiser’s counsels would prevail at another such crisis. The time was coming, perhaps, not in the present Kaiser’s life, when Germany would fight for the supremacy of the sea, but she would not make an aggressive move until she was practically certain to come out “ top dog.” The total naval expenditure for 1914 is estimated at £24,397,000, an increase of £384,000. For the army the amount is £60.853,000, a decrease of £7,602,000.
