BERLIN, November 14,
Speaking at Wiesbaden, Admiral Von Koester, president of the Navy League said in order to maintain Germany’s place among the European natives a new and extraordinary demand would be required for preparations for war. It was absolutely necessary that wherever German interests were concerned the German flag should be shown by the side of the flags of other nations constructing warships. The policy of three units yearly must be continued, and a permanent outlying squadron must be established.
