NEW NAVAL BASE.
WASHINGTON, August 4. Information has been received by the State Department that Britain is contemplating the formation of a naval base in the Bermuda Islands. It is thought that Britain is contemplating the same protection for the Panama Canal as for the MediterraneanThe proceeding may affect the life of the Monroe doctrine and effect a change in the naval policy of the whole of the western hemisphere.
