LONDON, January 22.

The Times’ annual review says that the Commonwealth fared well during the past year, but not so well as during the two previous years. While admitting that the Government’s loan expenditure is justifiable, it says that some of the expenditure ought not to have been incurred. The increase in the burden of taxation is severe. There has been no call for the proposed banking legislation. In discussing New Zealand The Times says that the Dominion continues to be fairly prosperous, though owing to the increased indebtedness and industrial unrest the position is lees favourable than it was in 1910.
