ASPIRATIONS IN AFRICA. BERLIN, December 26. The Poet declares that Germany must etrike while the iron ie hot, and secure possession of Portuguese Africa, since it is perhaps possible, eventually, to induce Great Britain to cede Rhodesia, or France to give up the remainder of the Congo hinterland, thus ensuring the foundation of a mighty German Empire in Central Africa.
