BERLIN, December 16.
Herr Babel, replying to the British Labour party's pacific address to the Social Democrats of the Reichstag, declared that the party will not leave a stone unturned at the elections to impress upon the voters how war between Germany and Britain would destroy the work of decades in a civilising effort and peaceful competition.
