OTTAWA, October 17. Parliament has been summoned to meet on November 15. Extensive reforms in the Militia Department are promised, and also a readjustment of the outstanding provincial grievances. The reciprocity agreement with the United States will not appear in the House again. October 18. The census returns show a total population of 7,100,000. There is a remarkable growth in the cities. Vancouver has 125,000 people—an increase of 27,000 on the last census; Toronto has now 376,000—an increase of 176,000 ; Montreal 466,000—an increase of nearly 200,000. .The Alberta and Saskatchewan Provinces have grown enormously. The population now is 750,000, instead of 160,000 at the last census. But the general result is disappointing. The statistical officers had led the public to think from a previous census enumeration that the population would be 8,000,000. The Liberals do not intend to oppose the majority of the Canadian Ministers who are seeking re-election through the acceptance of portfolios.
October 19.
There is general dissatisfaction throughout the Dominion over the result of the census. Many towns are planning to hold their own census. The census-takers are said to have been political appointees, many of whom were unfitted for the task. Whole streets in large towns are claimed to have been uncounted.
