PARIS, January 16. Replying to various interrogations, M. Pichon (Minister of Foreign Affairs) said that if the Flushing fortification scheme became a menace it would be ground for communicating to the interested Powers the conversations and proceedings of the different Powers. He hoped that the conditions of war would be made 'nore humane and just.
