MELBOURNE, September 17.

The Postmaster-general approves Mr Henniker Heaton's suggested conference of the European Postmasters-general to discuss penny-a-word cables. Mr Thomas said he had always favoured cheap cables. The first step, as far as Australia was concerned, would bs to have a Stateowned cable to connect across Canada wiJh the Pacific cable. He wae extremely anxious to see that established, then it would be possible to reduce rates to 9d or even 6d a word. He believed a Sd rate would pay if the cable were used during the whole 24 hours. The reduction to a penny would come if some means were discovered oi sending cables at a quicker rate. He wanted to see the time when the cable service would ■be used,., not only by the millionaire, but by the millions.
