SUBMARINE DISASTER.

TOKIO, April 21. A document written by the lieutenant commanding has Seen discovered on the Japanese submarine detailing the accident, describing the cause, the steps taken to endeavour to radse the vessel, and expressing regret at losing the boat and the lives of the officers and crew, whose heroism was worthy of the highest praise.
