SOUTH AFRICAN UNION.

, 4& . CAPETOWN, January 23. Speaking at Carnarvon, Mr Merriman, the" Capo Premier, referring to the South ' African Union, said :—" We have constructed our flying machine, but we have got, to make it work." He trusted that spirit which had made union possible, but argued that if those of the majority adopted a "top-dog " policy the union would be a curse instead of a blessing. To talk about coalition seemed to him foolish and mischievous. He added : "Coalition was impossible; they must make the Government an effective instrument. A good Opposition and a good Parliament were as necessary as j the Government. Although he favoured | to the utmost the protection of and assistance for mines, he emphasised the danger of the insidious power of money in poli- | tics."
