CZAR'S VISIT TO ENGLAND
LONDON, June 16
In the House of Commons the Speaker rebuked Mr Will Thorne for using a discourteous expression towards the Czar In connection with the latter's forthcoming visit.
Several questions, prompted by strong feeling in regard to the prison severities in/ Russia, were asked concerning the Government's attitude towards the visit.
Sir E. Grey replied that the visit was among a series paid by the heads of States in accordance with international courtesy. The Government would take the full responsibility for the visit.
The Daily News (G.), in a strong leader against the Czar's reception, alleges that he personally encouraged the Black Hundreds who organised the Jewish massacres.

The Labour party in the House of Commons has adopted a resolution protesting against any official recognition by the Government of the visit of the Czar, under whose authority and direct sanction so many terrible atrocities have been perpetrated on people who are constitutionally struggling for political freedom.
June 21
M. Homiakoff (President of the Duma), on being interviewed, said that no importance was attached by Russia to the British Labour party's protest against the Czar coming to England as the representative of the Russian nation.
