CIVIL SERVICE REFORM.
(From; Our Own Correspondent.) WELLINGTON, June 8. Mr Hanan {member for Invercargill), who recently urged that annual efficiency, tests should be inaugurated in the various departments of the civil service, states that he has received numerous letters from members of the public service throughout the Dominion bearing on his suggestion. The following statement contained in a letter from a prominent civil servant was typical of other opinions received :: — '• I can assure- you that your published opinions as to test examinations and promotion by merit commend themselves to the thinking portion of the ser,vice, and are regarded by them as a death blow to the bogey — seniority. The Commonwealth of Australia lias a comraissioiiier who is deeply im>bued with your views, and his returns show that the inauguration of examinations and the recognition of merit have left their mark on the efficiency of the service. It is too oftem overlooked that the man who processes by merit is at concert pitch all ths time, while the seniority man has' simply to sit by, and time does all the rest for him."
