THE CONGO.
LONDON, August 22. The Congo arrangement includes th© payment of £2,000,000 to King Leopold of Belgium. The Times urges the signatory Powers to insist, before confirming the annexation, on the abolition of veiled forms of slavery l?y forced labour. It says it will be difficult to cany out the Belgian promises because ■ th-e natives' lands have been seized, and therefore they will be compelled to pay their taxes by way of forced labour. They should also insist that freedom of trade is promised to all natives. The Congo Reform Association in the United States is urging Mr Root to insist on the introduction' of free trade and theabolition of forced labour.
