ST. PETERSBURG*. April 14. The Duma read a first time a bill grant* ing 6,900,000 roubles (about £70Q,600} annually for universal elementary education. * * LONDON, April 16. Reuter 'a St. Petersburg correspondent states that 11 political prisoners, who were imprisoned at Penza, after killing two warders and wounding a third, escaped on to a roof tlirough a hole m tha ceiling of their cell. , While they were lowering themselves with rapes- made of bedclothes a warder shot one. Another flung a powerful bomb. The fugitives succeeded m reaching open country. The guards hotly pursued them, and killed seven of the fugitives, while three escaped.
