CONGO FREE STATE
LONDON, December 14. The Brussels correspondent of The. Times says that the Congo scheme earns the mildest approvement. Even the supporters of the Government are doubtful whether the Congo as a Crown colony would pay if forced labour and other abuses were Abolished. To purchase King Leopold's interest would cost over £100,000,000.
