VOTES FOR SHIPS AND GUNS.
BERLIN, November 13. Berr Hettner, a National Liberal, addressing the Saxon Diet, described the newspaper reports of their proceedings as frequently nonsensical and untrue. Thereupon all the reporters withdrew, and informed the President that they would not resume until Herr Hettner had apologised in the House. BERLIN, November 14. Dr Paasche, Vice-president of the Reichstag, in the course of a speech at Kreugnach, claimed that the side possessing superior rapidity of fire was able to strike the decisive blow in naval warfare, and this frequently determined the issue. In this respect the Germans were twice as good as the English. November 15. The Federal Council has approved of a bill reducing the lifetime of German battleships from 25 to 20 years. By a fire in the Baltic shipbuilding yard two gunboats were destroyed. November 17. Two more gunboats were burned at the Baltic yards. Incendiarism is suspected. November 18. The ordinary Estimates include £5,716,500 for new ships, an increase of £1,422,000 over last year, and they provide £2,483,000 for artillery. These are the first instalments required for the construction of three battleships ami one * large and two small cruisers. '
