UNITED SPATES AND JAPAN.
CALIFORNIAN SCHOOLS QUESTION. A PROVISIONAL AGREEMENT. LONDON, February 4. President Roosevelt has arranged a provisional agreement with Japan, which he will submit to the Californian school officials in order to prevent misinterpretation, and will appeal to the State's common sense and patriotism to effect a settlement of the difficulty.
