It is believed that the chief obstacle is Russian insistanee upon the extension of tlie neutral zone in order to include the position now occupied by the Japanese troops. ■ October 2. The Court party lias compelled the resignation,of Professor Nakamnra, one,.of the six professors who signed the anti-peace memorial .recently. The others would be dismissed, only, it is feared that- -their successors would sympathise with, their views. The Japanese troops will winter at Alexandrovsk. Snow and heavy gales render it impossible to withdraw the troops to Japanese territory. ST. PETERSBURG, October 1. M. De Witte visited the Czar aboard the Imperial yacht in the Finnish Archipelago. The Czar thanked him for brilliantly executing a mandate of the utmost importance to the State, and overwhelmed him with marks of favour, finally creating him a Count of the> Empire. France, on behalf of Russia, has' protested against Japan sentencing Russian prisoners to imprisonment as criminals for attempting to escape, such attempts being treated in Russia as a disciplinary offence BERLINS, September 30.
