LORD KITCHENER.
.LONDON, April 20. The Daily Express's Calcutta correspondent reports that Lord Kitchener threatens to resign the Commancl-ership-in-Chief of India unless the power of veto exercised by the military members of the Viceroy's Council is limited to matteis of administration and army finance. Lord Kitchener claims power to communicate with the Viceroy direct.
