LORD KITCHENER.

.LONDON, April 20. The Daily Express's Calcutta correspondent reports that Lord Kitchener threatens to resign the Commancl-ership-in-Chief of India unless the power of veto exercised by the military members of the Viceroy's Council is limited to matteis of administration and army finance.
