THE - PASSAGE OF WARSHIPS. THE QUESTION REVIVED. ] LONDON, December 3.The Novoe Vremya, in a leading article^ raises the question of the passage of th« Dardanelles, and says it is unnecessary to consult Britain. The Treaty -' Paris, which does not bind Japan, arper. Russia, and the Porte might for i consideration waive the advantage. The article in the Novoe Vremya, which is attributed to Captain Clado, of the Baltic fleet, says that probably Britain will make a great putcry, as in former years, and more recently in the Dogger .Bank case, .but it will come to nothing. Russia, in any case, is able to offer something in exchange for Britain's consent. The Morning Post's St. Petersburg correspondent states that the revival of the Dardanelles agitation coincides significantly with Duke Vladimir's return from Berlin. CONSTANTINOPLE, December 2. The Porte stopped the French steamex Imerthe in the Dardanelles. She is conveying 21 cases of explosives to Batoum. The Porte insists that the shells be dis charged, and offers i<-> — -i-chase them.
