RATING ON THE UNIMPROVED VALUES.
Mr Tannrr has given not ire of the following amendments in connection with th« Rating on Unimproved Values Act: — " That thp provi-ions of subsection 1 of section 5 of 'The Rating Act Amendment, 1E96,' shall not apply to this act." The provision referred to in to the. effect that when it can bo proved that a bviildingor dwelling house has been unoccupied half the year only half rates are payable. As the recent system of rating on unimproved values^rates " land only," the provision becomes superfluous, which Mr Tanuer tays would nob matter were it not for the awkward manner in whicli local bodies tie themselves up in actual practice
