forming you thai your request, as incorporated in my cablegram of l?st evening, has been gladly, acceded to by the Hon. "Secretary of State (Mr. Hay), who advises aie that he has instructed the American consuljit Pretoria- to carry out your -wishes -as far as it is practicable to do so."
