THE KAISER HAS HIS DESIRE.

BERLIN, January 26.

The German Federal Council have sanctioned the construction of 19 new battle-

, ships, eight large and 15 small cruisers, and an addition of 33,746 men to the personnel of the navy.

The Federal Council's increase to the navy will cost 1,600,000,000 marks. The expenditure is to be spread over a period of 10 years. An additional 261,000,000 marks will be expended on docks and harbours.
