De Witte, the Russian Minister of Finance, to the Czar, advocating the development of Russian trade with Britain and the encouragement of British capitalists to invest in Russia. Mr Goschen, First Lord of the Admiralty, speaking at the dinner of the -Engineers' Society of Great Britain, stated that England and Russia were on the eve of a friendly settlement of' all differences at present existing between the two countries. April 29. . The Morning Post states that an AngloHussian agreement has been signed. Russia undertakes not to obtain or assist others to obtain a railway or other concessions in the Yang-tse Valley, Britain giving a similar pledge in regard to Manchuria. . Negotiations^ are proceeding with a view to settle disputes in regard to the Persian JGulf, Abyssinia, and Afghanistan. Russia denies having secured the port of Benderabbus in the Persian Gulf. May 1. The Anglo-Russian agreement has created a good impression at St. Petersburg, Berlin, and London. The French are, however, disappointed, claiming to have invested 12 millions sterling in the Yang-tse Valley.
